Confirm terminal is encrypted. If it's encrypted it should have a (305A) sticker on it.

If terminal is not encrypted, contact the ISO for a replacement to be sent out or to turn on EMV bypass option on their profile. 

If the terminal is encrypted, send request to the ISO to add the Debit KSM parameter to profile; have merchant perform partial download on terminal and process a test transaction.
