Low Risk is for Card Present merchants with Low-Risk products. Moderate Risk was built for Card Not Present / Low-Risk products, which fits the profile for CNP accounts who present little risk.

Low Risk

Card Present AND Low Risk business type (no NDX, no restricted products, etc.)

Moderate Risk

Card Not Present AND Low Risk business type (non-restricted products, NDX less than 30 days, dispute/fraud levels below 20 bps, and no regulatory/compliance/reputational risk)

High Risk

Can be Card Present or Card Not Present - generally more CNP but a CP example would be high risk products (registered merchant types, CBD, kratom, MLM, MSB, credit repair, etc.), chargeback producing (Nutra / affiliate offers, managed / controlled risk, etc.), NDX (travel, etc.), reg/compliance/rep heavy (MSB, MLM, lenders), etc.
